• Governor Otter addresses the opening general session of the Idaho Association of Counties’ annual Midwinter Legislative Conference, 1:15 p.m., Doubletree Riverside, Garden City.

• Governor Otter and First Lady Lori Otter participate in the Special Olympics World Winter Games Torch Arrival and Welcome to Boise Ceremony, 4 p.m., Boise City Hall.

FRIDAY, FEBRUARY 6

• First Lady Lori Otter participates in receiving the Special Olympics World Winter Games Torch and is honored during an academic leadership assembly, 10 a.m., Centennial High School, 12400 McMillan Road, Boise.

SATURDAY, FEBRUARY 7

• Governor Otter and First Lady Lori Otter participate in the Opening Ceremonies of the 2009 Special Olympics World Winter Games and Parade of Athletes, 2 p.m., Idaho Center, Nampa.
