OTTER MAKES POWER COUNCIL, (BOISE) – Governor C.L. “Butch” Otter announced one appointment on Wednesday to a key natural resources position in his administration, and another to an Idaho seat on a regional water management panel. Dave Tuthill will become acting director of the Idaho Department of Water Resources, and Bill Booth will fill an upcoming Idaho vacancy on the Northwest Power and Conservation Council. “Idahoans are lucky to have such qualified individuals ready to use their talents on our behalf. Their knowledge and experience will help our state effectively meet tough challenges involving our precious water and environment,” Otter said. “There are issues close to my heart, and these appointments reflect my determination to have steady hands on the tiller. They have my confidence, and the people of Idaho have two great public servants.” Tuthill currently is administrator of the Idaho Department of Water Resources’ Water Management Division. He also has been chief of the agency’s Adjudication Bureau, and manager of its Western Region office. With a Ph.D. in civil engineering from the University of Idaho, Tuthill retired in 2004 as a colonel from the U.S. Army Reserve Corps of Engineers after 30 years of military service. Booth, whose three-year appointment requires confirmation by the Idaho Senate, lives in Coeur d’Alene and is a former vice president of environmental management for Hecla Mining Co. The University of Idaho graduate and 45-year Idaho resident is an avid fly fisherman, a member of Trout Unlimited and taught environmental economics at North Idaho College. He will fill one of Idaho’s two seats on the eight-member Northwest Power and Conservation Council. Judi Danielson’s term expires January 15. ### |
