APPOINTS REXBURG ATTORNEY TO (BOISE) – Governor C.L. “Butch” Otter announced the appointment today of Rexburg attorney Jerry R. Rigby to represent Idaho on the Western States Water Council. Rigby, chairman of the Idaho Water Resource Board since 1995, fills an Idaho vacancy on the council created by the expired term of a Boise-area member. Rigby and his wife, Shelley Parker of St. Anthony, have six children. He grew up in Rexburg and earned a bachelor’s degree in economics and a law degree from Brigham Young University. He has practiced law in Rexburg for nearly 30 years and has represented both surface and ground water right holders’ interests. As one of Idaho’s Western States Water Council representatives, Rigby will work with appointees from 18 western states on water policy issues at the local, state and national levels. He will continue providing leadership toward formulating and implementing Idaho’s own water plan as chairman of the Water Resource Board. “Water is one of Idaho’s most important natural resources, and the knowledge Rigby has regarding water issues in Idaho and the West will be invaluable to the council,” Governor Otter said. “I am confident in his ability to advocate for the Idaho perspective on the management, development and conservation of water resources, while working cooperatively with our neighboring states in the West.” ### |
