WHEREAS, in the State of The Union Address, on January 29, 2002 President
George W. Bush stated; "My call tonight is for every American to commit
at least two years, four thousand hours over the rest of your lifetime, to the
service of your neighbors and your Nation."; and
WHEREAS, during or after a disaster, terrorist act
or natural hazards, communities suffer from lack of knowledge and survival
training; and
WHEREAS, delaying assistance to those in need puts
our citizens at risk, and Idahoans will not tolerate the senseless death and
injury in our state's communities caused by man made or natural hazards or acts
of terrorism; and
WHEREAS, community-based Citizen Corps strategies
include education, training and volunteerism to make communities safer, stronger
and better prepared; and
WHEREAS, the State of Idaho is a partner in the
effort to increase Idaho's emergency response capability as well as encourage
individual and family preparedness;
NOW, THEREFORE, I, DIRK KEMPTHORNE, Governor of the
State of Idaho, do
hereby proclaim June 2004 , to be
IDAHO CITIZEN CORPS AND
COMMUNITY EMERGENCY RESPONSE TEAM MONTH
in Idaho.
IN
WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the
Great Seal of the State of Idaho at the Capitol in Boise on this
nineteenth day of May in the year of our Lord two-thousand and four and of
the Independence of the United States of America the two hundred
twenty-eighth and of the Statehood of Idaho the one hundred fourteenth.
