        WHEREAS, Dave High has served five Governors, four Attorneys General, two Secretaries of State, and three State Auditors-State Controllers as advisor to the State Board of Examiners; and

        WHEREAS, Dave High prudently advised the Board of Examiners, beginning in the 1980s, when it was necessary for the Board to permanently reduce state agency appropriations; and

        WHEREAS, Dave High has been instrumental in the evolution of the Board of Examiners subcommittee process to improve efficiencies of the Board of Examiners; and

        WHEREAS, Dave High persuaded the Board of Examiners to incorporate written minutes in order to establish a public record on behalf of the public; and

        WHEREAS, Dave High had a knack for cutting through often dry and complicated issues coming before the Board of Examiners and making them seem interesting, at least occasionally; and

        WHEREAS, Dave High served on the Deferred Compensation subcommittee with such distinction that he was the recipient of the "Most Frequent Trader" Award; and

        WHEREAS, the term “It’s High time” is of particular significance as a campaign slogan for Richard High, who is a former Idaho legislator and Dave High’s father;

        NOW, THEREFORE, I, JAMES E. RISCH, Governor of the State of Idaho, do hereby proclaim November 14, 2006:
