        WHEREAS, Idaho state employees desire to help and improve their local and global communities; and

        WHEREAS, Idaho state employees believe that this desire is best met by supporting community group action plans to address local priorities, strengthening and supporting families, helping children succeed, promoting self-sufficiency, and building safe neighborhoods; and

        WHEREAS, Idaho state employees are generous in their public service beyond the workplace with donations of time and money; and

        WHEREAS, the State of Idaho has an interest in establishing a single state employee charitable campaign which minimizes workplace distraction and administrative costs, as well as ensuring the voluntary nature of employee participation; and

        WHEREAS, an annual workplace charitable giving campaign can build morale by providing an opportunity for Idaho state employees to contribute positively to their communities as state employees, and

        WHEREAS, the official Idaho state charitable giving campaign is managed by fellow state employees who have selected “United We Care” as its ongoing theme.

        NOW, THEREFORE, I, JAMES E. RISCH, Governor of the State of Idaho, do hereby proclaim October 2006, to be

STATE  EMPLOYEES’  CHARITABLE  GIVING  CAMPAIGN  MONTH
