WHEREAS, state government and the private sector alike use information systems and networks to manage their business and expand their customer reach; and WHEREAS, citizens of the State of Idaho use the Internet to communicate with family and friends, manage their finances, buy goods and services, and get the latest news; and WHEREAS, public libraries throughout our State provide access to networked computers, online databases, and other resources to the public; and WHEREAS, schools in Idaho use the Internet to supplement the education of our youth by providing them access to online educational and research materials; and WHEREAS, use of information technology at colleges and universities throughout the State has become a commonplace facet of modern classrooms; and WHEREAS, as a society we are increasingly reliant on information systems to support financial services, energy, telecommunications, transportation, health care, and emergency response systems; and WHEREAS, Internet users throughout the State face an increasing threat to their privacy; and WHEREAS, each year there are significant financial and personal privacy losses due to identity theft and fraud; NOW THEREFORE, I, JAMES E. RISCH, Governor of the State of Idaho, do hereby proclaim October 2006, to be CYBER SECURITY MONTH in Idaho.
