WHEREAS, traffic crashes in Idaho needlessly claimed the lives of 275 people almost all of who are someone's friend, family and most beloved in 2005; and WHEREAS, traffic crashes in Idaho have claimed 2,949 lives in the last eleven years, January 1, 1995 through December 31, 2005; and WHEREAS, traffic crashes in the United States of America needlessly claimed the lives of 43,443 people in 2005; and WHEREAS, traffic crashes have claimed 465,422 lives in the last eleven years, January 1, 1995 through December 31, 2005; and WHEREAS, 56 percent of Passenger Vehicle Occupants killed in traffic crashes are not wearing safety belts; and WHEREAS, roadside hazards, substandard road conditions, and obsolete roadway designs contribute to more than 15,000 highway deaths annually, which represents more than 35% of all fatal crashes; and WHEREAS, 2,699,000 people were injured in traffic crashes in the United States in 2005; and WHEREAS, we experienced 6,120,000 nonfatal traffic crashes in the United States in 2005; and WHEREAS, deaths and injuries on highways in the United States cost more than $230,000,000,000 annually; and WHEREAS, 4,881 pedestrians and 784 bicyclists were killed in 2005 traffic related crashes; NOW, THEREFORE, I, JAMES E. RISCH, Governor of the State of Idaho, do hereby proclaim October 10th, 2006, to be PUT THE BRAKES ON FATALITIES DAY in Idaho.
