WHEREAS, September 14, 2006 marks the fifth year Idaho resident Amber Hoopes was reported as missing; and WHEREAS, through her disappearance, Amber Hoopes has come to represent hundreds of other missing persons in the State of Idaho; and WHEREAS, there were 876,213 missing person entries nationally in the year 2001, the year of Amber Hoopes’s abduction, with an average of 2,001 children disappearing daily, including children from the State of Idaho; and WHEREAS, as of March 31, 2003 statistics show 97,297 active missing persons cases in the United States, 54,194 of which were juveniles, 43,113 of which were adults of eighteen years or older and include citizens of the State of Idaho; and WHEREAS, all missing persons deserve to be searched for, regardless of their age; and WHEREAS, nonprofit organizations such as the Idaho Missing Persons Day Association, Project Jason, Center for Hope, and the Carole Sund/Carrington Memorial Reward Foundation were founded to educate the public to prevent further abductions and provide assistance to the families of missing persons; and WHEREAS, citizens and media need to be made aware of the plight of missing persons in their state; and WHEREAS, the state of Idaho is committed to the safety and well-being of all its citizens, both children and adults; NOW, THEREFORE, I, JAMES E. RISCH, Governor of the State of Idaho, do hereby proclaim September 14, 2006 to be M I S S I N G P E R S O N S D A Y and the song “The Room We Never Go In” shall be commemorated as the song for
Missing Persons Day.
