        WHEREAS, one of Idaho’s greatest treasures is the exceptional environment that we share and enjoy; and

        WHEREAS, a healthy environment, good air quality, and clean water protect public health and are essential to our quality of life and long-term economic growth; and

        WHEREAS, pollution prevention is an approach to environmental protection that focuses on prevention, conservation, efficiency, and collaboration and is therefore a preferable strategy for protecting our environment; and

        WHEREAS, pollution prevention can save businesses money, offering both environmental protection and increased economic competitiveness; and

        WHEREAS, businesses, government, and organizations have collaborated through the GEMStars Program, which recognizes those organizations that have voluntarily achieved significant waste reduction and pollution prevention; and

        WHEREAS, National Pollution Prevention Week is an opportunity for Idaho’s government, industry, and environmental organizations to recognize the potential of pollution prevention and to work together to plan for a prosperous and sustainable future;

        NOW, THEREFORE, I, JAMES E. RISCH, Governor of the State of Idaho, do hereby proclaim September 18-24, 2006 to be

NATIONAL  POLLUTION  PREVENTION  WEEK

in Idaho.
