WHEREAS, Brad Foltman has served six governors and countless administrators until he became an administrator himself; and has been a dedicated public servant for 31 years, beginning his state employment with the Division of Aeronautics in 1970; and WHEREAS, Brad Foltman has always strived to serve the people of Idaho and make things better; and WHEREAS, Brad Foltman has a penchant for always wearing an appropriate and fashionable lapel pin advertising the ‘agency of the day’; and WHEREAS, Brad Foltman was instrumental in encouraging ways to make dry and stilted language in issue statements written for the Governor somehow seem interesting – at least occasionally; and WHEREAS, Brad Foltman has the ability to move his analysts to tears with his compassion and incredible words and unrelenting support even when the analyst has really stepped in it; and WHEREAS, Brad Foltman has mastered the craft of hand-carving pens, and in his retirement will now have the time to find entire trees to chop down and turn into pens; and WHEREAS, Brad Foltman has never felt the need to “keep up with the Jones” or make a fashion statement, as represented by his love for a truck that is so rusty it looks like it came right from a rancher’s bone-yard, resulting in most drivers pulling off to the shoulder when they see it in their rearview mirror for fear their vehicles might catch whatever disease it has that makes it look like that, and WHEREAS, Brad Foltman now needs to renew his fishing licenses every year, religiously, so Fish and Game will not have to ask for a fee increase; and WHEREAS, Brad Foltman has never forgotten his blue-collar roots, and his idea of a power lunch always includes a yogurt and carrot sticks and comes in a brown bag; and WHEREAS, Brad Foltman has elevated the Division of Financial Management through his example and leadership to an agency both admired and respected throughout state government; NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim May 25, 2007 Bradley T. Foltman Day in Idaho.
