WHEREAS, exceptional nurses exemplify an extraordinary level of patient care and compassion; and

        WHEREAS, exceptional nurses possess a genuine desire to heal and to comfort; and

        WHEREAS, exceptional nurses inspire others and are perceived as leaders among their peers; and

        WHEREAS, exceptional nurses are those whose leadership and contributions make an impact on their community and on the profession of nursing;

        NOW, THEREFORE, I, C.L. “BUTCH” OTTER, GOVERNOR OF IDAHO, declare November 3, 2007
