WHEREAS, spending on health care in the Untied States and in Idaho continues to grow at a rapid and unsustainable pace; and
WHEREAS, the State of Idaho is one of the largest employers in the state; and
WHEREAS, healthy employees are an important key to a productive and cost-effective workplace; and
WHEREAS, state agencies can positively affect the health of their employees through wellness activities and programs; and
WHEREAS, healthy lifestyle behaviors and choices lead to increased productivity and job satisfaction, decreased health insurance costs, and less absenteeism, stress and injuries, as well as improved recruitment and retention; and
WHEREAS, employees need to be responsible, conscientious health care consumers; and
WHEREAS, employees become responsible and conscientious health-care consumers through education, screening, resources and work environment conducive to health and safety; and
WHEREAS, chronic diseases often can be delayed or even prevented with changes in lifestyle behaviors; and
WHEREAS, it makes sound economic sense to have a healthy state employee work force which benefits citizens financially and results in better service and improved quality of life;
NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim the month of October 2007, to be
