WHEREAS James R. “Jim” Simpson was appointed to the Idaho Lottery Commission on November 10, 1991; and
       

        WHEREAS he served with distinction as a member of the Idaho Lottery Commission until December 29, 2006; and
       

       WHEREAS the Idaho State Lottery transferred $283,325,000 in dividends benefiting Idaho public schools and buildings during his tenure; and
       

       WHEREAS his reputation for honesty and integrity, and his experience in business and his vision , contributed greatly to the success of the Idaho State Lottery during his tenure;
       

        NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim September 18, 2007 to be
