WHEREAS, December 1 is World AIDS day; and WHEREAS, Idaho’s first case of HIV was reported 23 years ago in 1985; and WHEREAS, one in four HIV-positive individuals do not know that they are HIV positive and therefore unknowingly risk passing the virus on to others; and WHEREAS, there is no known cure for HIV, and no vaccine readily available for the prevention of infection; and WHEREAS, at this time, the most effective intervention against HIV is awareness and education; and NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim the month of December 2008, to be HIV AND AIDS AWARENESS MONTH in Idaho.
