WHEREAS, a paralegal is a qualified person employed or retained by a lawyer, government agency or other entity in a capacity or function involving the performance, under the direction and supervision of an attorney, or specifically delegated substantive legal work; and

        WHEREAS, Idaho’s paralegal organizations are involved in efforts to promote recognition of the paralegal profession; to provide legal education and training for their members; to encourage and promote a high level of professional achievement and responsibility; and to adhere to a code of ethics; and

        WHEREAS, the Idaho Alliance of Paralegal Associations, consisting of the Idaho Association of Paralegals, Inc. (Boise) and the Intermountain Paralegal Association, Inc. (Pocatello), provides a single, cooperative voice on issues affecting the paralegal profession in Idaho; and

        WHEREAS, the State of Idaho, through the Office of the Governor, promotes and encourages a commitment to excellence and professionalism, characteristics exhibited by Idaho’s paralegal organizations;

        NOW, THEREFORE, I, C.L. “Butch” Otter, Governor of the State of Idaho, do hereby proclaim September 11th, 2008, to be
