WHEREAS, Deer Flat Reservoir, now known as Lake Lowell, began to fill 100 years ago in February 1909; and WHEREAS, President Theodore Roosevelt designated Deer Flat National Wildlife Refuge 100 years ago on February 25, 1909; and WHEREAS, Lake Lowell has allowed Idahoans to farm and ranch hundreds of thousands of acres of southwestern Idaho for 100 years; and WHEREAS, Deer Flat National Wildlife Refuge has served as a refuge and breeding grounds for migratory birds and other wildlife for 100 years; and WHEREAS, Lake Lowell was one of the first projects for the United States Reclamation Service (now known as the U.S. Bureau of Reclamation) and Deer Flat National Wildlife Refuge was one of the first National Wildlife Refuges; and WHEREAS, Lake Lowell and Deer Flat National Wildlife Refuge also serve as an oasis for people seeking wildlife-dependent recreational opportunities such as wildlife watching, wildlife photography, hunting, fishing, environmental education, and environmental interpretation; NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim February 25, 2009 as the 100th Anniversary of
Lake Lowell and Deer Flat National Wildlife Refuge
