        WHEREAS, January 27, 2009, marks the 58th anniversary of the beginning of nuclear weapons testing at the Nevada Test Site; and

        WHEREAS, Idahoans living downwind from nuclear tests suffered as a result of the nation’s nuclear testing program; and

        WHEREAS, the Governor of the State of Idaho recognizes the sacrifices of the “Downwinders” and all other participants in and victims of the Cold War, and hereby memorializes their losses,

        NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim January 27, 2009, to be

DOWNWINDERS DAY OF REMEMBRANCE

in Idaho.
