WHEREAS, on September 16, 1810 the people of Mexico revolted against Spain after 300 years of Spanish rule; and

        WHEREAS, September 16, 2009 marks the 199^th anniversary of their independence; and

        NOW, THEREFORE, I, C.L. “BUTCH” OTTER, Governor of the State of Idaho, do hereby proclaim Wednesday, September 16, 2009, to be
