Kjellander, a former three-term Republican member of the Idaho House of Representatives, has been on the three-member Public Utilities Commission since January 1999. Governor Otter will choose a replacement to complete Kjellander’s current term, which expires in January 2011.

![]() The Governor appoints Jim Kempton to the Public Utilities Commission. Kempton, 69, a Twin Falls native who lives in Albion, has been one of Idaho’s two members of the Northwest Power and Conservation Council since December 2000. The University of Idaho graduate previously was a rancher, a six-term member of the Idaho House of Representatives, an assistant professor of physics at the Air Force Academy, a Pentagon liaison between the secretary of Commerce and the secretary of Defense, and an Air Force fighter pilot.
